No MRN, No Load: Maersk Puts a Hard Stop on EU-Bound Cargo From 30 September

From 30 September 2026, Maersk will not load cargo bound for or transiting the European Union unless a valid Movement Reference Number has been obtained at least 24 hours before the vessel arrives at the compliance load port. Cargo without one comes off the load list and waits for the next ship.

SHIPPING AND LOGISTICS

20 September 2026 • 5 min read

The deadline is not a shipping deadline — it is a documentation deadline that falls a full day before the ship arrives. For SADC exporters routing through Durban, Cape Town, Walvis Bay or Maputo, that pulls the paperwork cut-off backwards into the road leg.

What the policy actually requires

Maersk's "No MRN, No Load" policy applies to cargo that requires an Import Control System 2 (ICS2) Entry Summary Declaration — in practice, cargo moving to the European Union or transiting through it. The carrier requires a valid Movement Reference Number, which is the confirmation that EU Customs has accepted the declaration, before it will confirm the booking for loading.

The timing is the operative detail. If a valid MRN has not been obtained at least 24 hours prior to vessel arrival at the compliance load port, the cargo is excluded from the load list and may be rolled to a subsequent vessel. Maersk has also warned that incorrect or incomplete information can produce customs validation failures, rejected manifests and shipment delays — which means a submitted declaration is not the same thing as an accepted one.

Why this lands harder in Southern Africa

In a short-sea European trade, a 24-hour documentation buffer is an administrative inconvenience. In SADC, the cargo that misses a sailing is usually already several days from its origin. A container of Zambian copper cathode or Namibian fish moving to Antwerp or Rotterdam has already travelled a corridor, cleared a border and sat in a stack before the MRN question becomes live — and the party that can fix a rejected declaration is rarely the party standing next to the box.

The second complication is who holds the data. An ICS2 filing depends on accurate consignee details, a precise goods description and the correct HS classification — information that typically originates with the shipper or the European buyer, not the forwarder submitting the declaration. Any gap in that chain now expresses itself as a missed sailing rather than a query resolved in transit.

What a rolled container costs

Rolling to the next vessel is not a neutral outcome. It means additional storage at the terminal, a longer container free-time exposure, a possible detention charge on the unit and a delivery date that has to be renegotiated with the buyer. On perishable and seasonal cargo — citrus, table grapes, fish, chilled meat — a single missed sailing can move a consignment past the window the market was priced for.

The practical response is to move the internal documentation deadline earlier than the carrier's. If the MRN must be valid 24 hours before vessel arrival, the filing needs to be complete and accepted well before that, with time built in for a rejection and a resubmission. Treating the carrier deadline as the working deadline leaves no room for the one thing most likely to happen: a validation failure on the first attempt.

What This Means for SADC Logistics Operators

If you move EU-bound or EU-transit cargo on Maersk, confirm now who in your chain obtains the MRN and by when, and set your internal cut-off at least 48 hours before vessel arrival to absorb a rejected declaration. Tell shippers ahead of 30 September that incomplete consignee details or vague goods descriptions will now stop a container from loading, not just slow it down.
