R34 224 Before the Trailer Turns a Wheel: Gauteng's Draft Licence Fees

Gauteng has published draft regulations that would lift the annual licence fee on a heavy trailer to R34 224 and raise the per-500 kg charge above 12 tonnes by 10.1%, with public comment closing on 23 September 2026.

Fleet Management

2 September 2026 • 3 min read

Licence fees are the quietest line on a fleet budget because nothing about them changes month to month. That is exactly why a 6.1% to 10.1% step increase across truck and trailer categories, applied to every unit on a Gauteng-registered fleet, deserves a calculation rather than a shrug.

What is being proposed

The tariffs sit in Schedule 2 of the draft Gauteng Provincial Road Traffic Amendment Regulations, 2026, published in Gauteng Provincial Extraordinary Gazette No 247 on 5 August 2026. For a motor vehicle with a tare of 12 001 kg or more, the base annual licence fee would rise 6.1% to R34 080 from R32 112, with the additional charge for each 500 kg or part thereof above 12 000 kg rising 6.3% to R2 820 from R2 652.

Trailers and semi-trailers in the same tare band would carry a base fee of R34 224, up 6.1% from R32 244. The outlier is the trailer's incremental charge: R2 932 for each 500 kg above 12 000 kg, up 10.1% from R2 664. Smaller items move too — motor vehicle registration goes from R228 to R240, motorcycles, tricycles and quadricycles from R252 to R264, and breakdown vehicles with a tare above 5 000 kg from R11 364 to R12 060.

The outlier: the trailer charge for each 500 kg above 12 000 kg rises 10.1% to R2 932, against 6.1% on the base fees — the incremental charge is climbing faster than the headline tariff. (Source: Freight News / Gauteng Provincial Extraordinary Gazette No 247, 2026)

Why the increment matters more than the headline

A licence fee schedule built on a base plus a per-500 kg increment does not increase evenly across a fleet. The heavier the unit, the more increments it attracts, so the effective increase on a large trailer is closer to the 10.1% increment figure than to the 6.1% base figure. An interlink attracts fees on the truck tractor and on the trailing equipment, which means the compounding runs across the combination rather than across a single asset.

The Gauteng Department of Roads and Transport says the amendments are intended to "strengthen road traffic regulation, improve road safety and enhance compliance across the province". Whatever view an operator takes of that rationale, the fee is unavoidable and annual — it is not a charge that can be routed around, deferred by driving fewer kilometres, or absorbed by better fuel management.

The comment window is the actionable part

These are draft regulations, not gazetted law, and comment closes on 23 September 2026. That leaves roughly three weeks for operators and industry bodies to put a submission together. A submission carries more weight when it quantifies the effect — the number of Gauteng-registered units in the fleet, the tare band of each, and the rand change per combination per year — rather than objecting in principle.

The report does not state an effective date if the regulations are adopted, so operators should not assume the increase lands only in the next licensing anniversary. Budgets for 2027 built on the current schedule will be understated for every Gauteng-registered heavy unit.

What This Means for SADC Logistics Operators

Pull your Gauteng licence renewal schedule this week, list each unit by tare band, and calculate the new annual cost per combination — the trailer increment is where the surprise sits. If the number is material, submit it before 23 September rather than absorbing it silently. Cross-border operators with South African-registered equipment should note that this is a provincial fixed cost their foreign-domiciled competitors on the same lane do not carry, and price accordingly.
