R1 in Every R8: Why South Africa's Logistics Bill Is So High — and What Operators Can Actually Control

Logistics still swallows close to 12 percent of South Africa's GDP, with road carrying about three-quarters of everything that moves. That headline number is largely structural — but the parts an individual operator can control are exactly where margin is won or lost.

When logistics costs run near 12 percent of GDP, it is easy to blame the economy and move on. The more useful question for any SADC transporter is narrower: of that bill, which pieces are yours to influence — and which are just the price of doing business on this continent?

The number, and what sits behind it

South Africa's logistics costs are estimated at around 11.8 percent of GDP — high by developed-market standards, where the figure often sits closer to 8 percent. The single biggest reason is modal imbalance: road moves roughly 75 percent of freight, even on long-haul corridors where rail should be cheaper per tonne-kilometre.

Layer on long distances between economic centres, a fuel price exposed to the rand, border delays across the region, and years of under-investment in rail, and you have a cost base that is stubbornly structural. Much of it is set by policy and geography, not by any one operator's decisions.

Separating what you own from what you don't

The trap is treating the whole bill as fixed. You cannot move the fuel price or fix a border post, but you can decide how many empty kilometres you run, how well your tyres and engines are managed, and how tightly your trucks are utilised. On most fleets, empty running, idling and poor route planning quietly add double-digit percentages to cost per kilometre.

Those are the levers that separate a healthy operator from a struggling one working the same corridors. Backhaul discipline, fuel monitoring, preventive maintenance and load-matching are not glamorous, but they compound — and unlike the macro number, they respond directly to management attention.

The modal question is finally moving

The structural piece is not frozen forever. Rail revivals across the region — from Transnet's private-terminal push to locomotive recapitalisation in Zimbabwe — could, over time, pull heavy bulk back onto rail and take some pressure off the road-cost base. Operators who understand their true cost per tonne-kilometre by mode will be first to exploit that shift.

Until then, the discipline is to compete where you can. The macro figure is a reminder of the terrain; it is not a scorecard for your business. The operators who thrive treat the 12 percent as context and obsess over the four or five cost lines they actually control.

What This Means for SADC Logistics Operators

Stop benchmarking your business against the national logistics-cost number and start measuring your own cost per kilometre and per tonne-kilometre by route and by mode. That is where empty running, fuel waste and poor utilisation become visible — and where a few points of improvement translate directly into margin you keep.
